PLEASE HELP my atiel keeps on preening and pullin out feathers?

and when he does he squawks in pain and it hurts him i love and adore him but this needs to stop he has pulled out so many feathers there are a bunch of bald spots and it needs to stop AND IT NEEDS TO STOP NOW!
